I bought a non-running military truck that has a C12. The truck is not starting. So far I have verified fuel pressure at the filter housing. I am getting constant power & ground at pins 52/53 & 65/67 and switched power at pin 70. When I turn the key on the CEL illuminates, but goes off after a few seconds. When cranking I don't see the rpm gauge move, not really sure if I should.
I don't have any CAT diagnostic software or tools. I am going to try and verify crank/cam signal as well as injector pulse on my next crack at it. Any suggestions on what I should try next? If the ecm is damaged, where should I get a replacement or who is recommended in doing repairs?

Does it have cruise control, you can pull codes with cruise off and hold set or resume and engine light will flash codes.
The rpm's should register up to 200rpm while cranking. If there is sensor in bellhousing I would assume that's where gauge gets signal, otherwise from ecm.spsauerland Thanks this. -
Exam failure will have a constant flashing cel. if there is an issue with injectors or sensors while cranking, the cel will start flashing as well.
I believe your issue is at the secondary fuel filter housing.
First thing to check is crack the bleeder nut on top of the housing and crank until fuel comes out. Then jump out and only put 20 foot pound of torque on that nut. Try to start again. If no start.
Do you have a primer pump mounted on the fuel filter base? If not, there is a block off plate. That needs to come off and pump installed. That fixed the same issue you are having on one of my trucks.

Have you looked for a TM (technical manual) online? I was Army, but sure Marine core has them for the MTVR. If gauges were multiplexed, they would sweep @ key on. I think tach should be showing RPM, but need a wiring diagram for the chasis. Does check engine light come on steady if you disconnect say the boost sensor?

The gauge shows about 1100 hours and 7500 miles. -
What voltage is @ ECM and did you load test wires with headlight bulb. Might be 24V, might 12V ECM.
