I did and connected my car and another truck and still wouldn’t turn over

Look … I’ll say it again …

Check the grounds. There should be at least three of them that can effect the starter. You could also take a jumper cable side and connect one end of the engine in a clean spot and the other to the negative of the battery bank. If it turns over, then it is a ground cable.
