There is a YouTube video floating around where a guy does a rebuild and installs a marine cam. Maybe search it up and see if it offers any info.

Who is the best place to tune it?

In my experience keeping the original components of the manufacturer has always proven best. I've read countless stories about Johnny gear wrench who said " let's TRY putting this cam, turbo, accessory, etc in this engine": only to find it either destroy the engine or have undesirable consequences. I own a T660 (see avatar) and I'm satisfied with my Cummins ISX cm871, but that's just me. There are plenty of engines that fit this truck out there.

From what I've read, and I try to read as much as I can the 800hp marine cam can cause a flutter at idle or low load. Unless matched with the right injectors. Some will run fine but most not. Just a different tune and turbo and 700-750 will live a long happy life.
For low end power I'm really digging these compound turbos I put on my 6nz. But I do constant start and stop operations.
