The issue with the Colorado river in Southern Nevada is complicated by the fact that allocations of the flow are shared by multiple US and Mexican states, four of which are downstream from Nevada. The mountain water in California only has the Pacific ocean downstream. As a side note, California is using vastly more of the Colorado river than other states allocations.
