Firstly, I'm not a conspiracy guy. However from a tech perspective I think you are correct, personally. I think that as commercial freight modal technology "evolves" that we are going to see several things over the next few years. What you said is one - very soon the DOT will get their servers up and all of these ELDs will be aligned to send a driver's present 8-day cycle to an auditing center. The inspector won't even look at them roadside eventually.
Secondly, as a side effect of ELD's, especially after the AOBRD grandfather period ends in 2019, I think that you will start seeing automated IFTA. (and the government will get millions more revenue in fuel taxes.)
Thirdly, I think that "in-truck-safety" gadgets will become standard required equipment on all new trucks coming from the factories. Things like lane-departure warning systems, driver fatigue monitoring systems, and truck "black box" recording deices like trains and planes have.
And finally I think that you will see some "in state" further tech regulations/intrastate ELDs/etc being required by specific states (like California does now with trailer skirts and emissions and idling for example.) California, Texas, Oregon and others have already published their modified HOS rules and deadlines for "Intrastate ELDs."
