    @ZVar is telling it as it is. Last night I had dinner with a Virginia DOT cop. I asked him about this subject. He smiled and said this is why we also ask for the shipping documents when we do inspections. I then gave him a situation about a fictitious load from Dallas to Norfolk that was repowered in Virginia and the last driver on the load can't operate interstate for some reason. He said I have no other choice but to place the loaded trailer OOS until such time an interstate driver can get it and I will also cite the intrastate driver. If a load originates as an interstate load and ends in another state ONLY qualified interstate drivers can pull the load from origin to final. Even if the load is a partial load. I remember many times pulling a load with 2 or more stops. The load is interstate until that final stop. @ZVar is using a great example. If I am pulling say a load of potato chips from California going to a Walmart DC in Arkansas I must be able to operate interstate. No intrastate driver can touch that load until it gets to the DC in Arkansas. Then those same potato chips can be part of a load going from that DC to a Walmart store in Arkansas. An intrastate driver can now legally take that load. If however, that same DC supplies a store in say Tennessee the driver making that run MUST be an interstate driver. While writing this I was reminded of a situation about 15 years ago when a driver was operating a CDL-required straight truck from a cross dock in New Jersey into NYC. He was not interstate qualified I believe because he was a diabetic (I am not 100% positive about that) he got into trouble in NY. YES, contrary to popular belief the NY DOT does do inspections from time to time in NYC (at least they used to).
