    It's OOS.

    There is a SPECIFIC stroke length, something like 1 inch and a fraction of something for the next inch. Eyeballing that stroke, it's longer than you are probably.

    OOS.

    Annual inspection standards are more stringent than roadside OOS. Why? Because that annual inspection is supposed to make sure the truck is safe to drive for another year, where the roadside is just looking at is it safe right here right now. 20% of brakes defective is the OOS standard. On a 5 axle truck, that means 2 brakes have to have issues in order to be OOS. If you've got more axles, then 2 brakes wouldn't even meet the standard because it isn't 20%. A 7 axle rig, for instance has 14 brakes, so 20% means a 3rd brake would have to be defective to be placed OOS by the DOT. Got 9 axles? Now even 3 bad brakes won't put you OOS...has to be 4 to reach the 20% threshhold.

    Like what was said earlier, it won't applay force since it can't brace against the axle. So I would grab a bungee, zip ties, rope what have you, tie it up. And duck the scales. Get it to a weld shop if you aren't near a terminal and pay them $20 to re weld it. Good eye catching it though, a lot of people don't even look at brakes. I overheard two drivers talking in Memphis Wednesday and one told the other he couldn't check brakes being out if he didn't have another driver to apply them, so. I gave hi a quick lesson on a ratchet, a 7/16 wrench, possible 11 mm socket and an 8 mm open end which will adjust any chamber out there.

    Periodic inspection criteria and roadside inspection criteria are different things than the OOS criteria.
