Well that makes it clear as mud.
What was @stryker talking about with a provision of line 4 on duty and driving yes it is considered work if you are say on a customers property and moving trailers around. Explain to me how that "doesn't count towards hos" or in other words how it won't be counted on line 3 or 4 or better yet interrupt a rest period. -

This is more ammunition to shoot holes the mandate and put it off for another 2 years at least -

Question 9: A driver drives on streets and highways during the week and jockeys Commercial Motor Vehicles in the yard (private property) on weekends. How is the yard time to be recorded?
Guidance: On-duty (driving). -
