As you may be aware, the Canada Border Services Agency has launched its eManifest portal. The portal allows small-to-medium sized carriers transmit their electronic reports prior to arrival.
This type of electronic filing will become mandatory after the current implementation phase which is afforded to carriers as a way to become familiar.
Essentially, eManifest is the Canadian equivalent to the US ACE.
Our company will be offering electronic filing services to carriers. As the portal was recently launched, we are still not completely familiar with its workings and processes. For this reason, we are looking for candidate owner/operators or carriers who would enjoy free filing services. This would include:
- Free portal setup with the CBSA
- Free electronic filings (for a period of time)
This is meant to be a mutually beneficial service as we familiarize ourselves with the portal, while the client has the benefit on free filings for a period of time.
If you are a company who crosses the border into Canada with goods periodically (even once every couple of months), we are looking for business. If you are interested, please use private message and leave your contact information.

I am a new US based carrier wanting to deliver goods into Canada as well as return to the US after loading in Canada.
As you said, this system is not currently mandatory. When it is, can we register and handle the paperwork ourselves?
If I choose to use your service, I will not have to register myself, only through you.
Be specific, what do I need to do right now? I am trying to find information on PARS how to get it. Do I need to post a Bond with Canadian Customs? If so, in what amount? I do not plan on hauling HazMant (Dangerous Goods.)

When eManifest does become mandatory, of course you would be able to handle your electronic filing yourselves. We are acting as a service provider, however, you are definitely "allowed" to perform your own filings.
If you chose to use my service, we will file for you. We are looking for carriers to file for, for free at the moment for our own benefit of familiarizing ourselves with the portal, however, I will not lie when I say that we will eventually charge for this service, just like any other service provider you may find out there.
If you chose our service, we will go through all of the necessary registration processes with you.
You mention PARS... well, that is essentially the process that will be electronic under eManifest. In order to do this, you need a carrier code with the Canada Border Services Agency. If you don't have one, you should register. That would be part of the registration process I would go through with you. Once you have your carrier code, you can participate in the PARS process using your carrier code or begin filing your invoice or bill of lading information online using the portal. Your choice.
A bond is not require unless you plan on releasing your goods inland, at a bonded facility (bonded warehouse). These depends mainly on your importer, and if you want to save yourself some trouble, you are better off being a non-bonded and simply releasing the goods directly at entry. This means that the duties and taxes would need to be covered for by the importer upon entry and not paid subsequently inland.
Hauling hazmat does not affect whether or not you should be a bonded or non-bonded carrier.
To go back into the US with a load of goods is an entirely separate process that will involve registering with USCBP and obtaining a SCAC and ACE filing.
