can a canadian driver driving for a canadian company take a load that was brought by mexican driver over the us and switch with me the canadian driver and deliver the goods in the us??if it not legal can someone find me the article please.

The load is "In Bond" across the US. Yes you can do it. Carriers like Mullen do it every day.

Read the question again Pipeman...The OP is asking if he (as a Canadian driver) can grab a load in Laredo (that came from Mexico) and deliver it in the USA.
The answer is YES because it is an "international" shipment. You would want proof that the shipment originated outside of the USA. -

I would like written proof of that, if you pick up a load in Laredo where I am now waiting for the return of my trailer and you drop it somewhere in the US, you in fact are doing a state to state movement. Which is Illegal, unless your company's trailer is being used on the return run and your company is listed on the docs as the carrier.

You show us written proof that you can't. It's an INTERNATIONAL shipment which means it crosses the International boundary.

Have you ever tried to pick up a load in Laredo Texas at the customs port of entry, you pick up loads at the freight forwarders. It is an international shipment from point A to point B, the driver of the Mexican trucking company can take it to the designated state drop. When it changes trucking companies by law a new bill of lading needs to be done therefore you would be doing a state to state which for the Canadian driver would be illegal. The only way around it is if the shipment is picked up in a company trailer with the company name clearly stated as the freight carrier. -

This is done (and done legally) EVERY dayof the week and passes the test at the inland immigration checks. -
You can use the same Bill of Lading showing the name of the interlining carrier on it.
