While I was delivering a load today in Charlotte, NC I noticed a low rider Pete pulling a all aluminum flat. Neither the trailer or the tractor had a headboard or headache rack. This guy was from Ontario, Canada.
I'm wondering how he's running around in the USA like this?
I know one or the other is a requirement because I pull a flatbed myself. I got a 4 foot headboard.
