I think alot of it is determined by wght.
And volume of said batteries
Check in the search forum. There might be the answer there or pull out your green book and look under hazmat. If you have a hazmat book it will tell you exactly if you can or can't with out the endorsement

 

Used batteries spose to be exempt from hazmat; I don't have the green book to quote.
That being said they better be wrapped up good: wouldn't want one to go bouncing out of the stack being that the bottoms are flat but generally resting on battery terminal posts.

As long as you placard the load and have a hazmat endorsement on your license.
