This actually needs to go to court and have the Federal supremacy clause reaffirmed. California can not legally tell any foreign (another state) registered truck that they have to meet specific conditions to travel in the state. This takes away the fed's right to use the Interstate Commerce Clause for everything if not addressed, not just this issue and this is where the feds have derived most of their powers from.

In reality they knew the whole idea was flawed from the start but they're just using the Trump excuse to cover up their extreme lack of foresight and piss-poor judgement. Makes them look better in the eyes of the public.

If they actually did their job and pulled the dirty trucks locomotives off the road and rail we’d never have a problem. Put a check point at the top of an 8% grade and watch the trucks going up. You’ll see pretty quickly who’s tuned to be over fuelling or who need injectors.

Novel concept until you you see a truck pulling a shipping container that was most likely the home for the three guys driving the truck the week before and the truck isn’t even fit to be sitting in a junk yard.
