I too was born and raised in California. Got my CDL on my 21st birthday and owned my own truck a few years later. I tried in vein to compete with Hispanics who were able to get away with driving their rolling deathtraps. I gave up when it became apparent that CHP only cites people who look like they can pay the fine. CARB is the same way, look at the companies on that list of heavily fined companies. Very few (yes there are some) with Hispanic names. Obviously most of the non-compliant companies in California are Hispanic owned (as evidenced by the names on the multi-colored 1990's Freightliners on the road) yet they represent a very small percentage of the companies getting fines.
I did something last week that I am not proud of, I called CARB to rat out some receivers in California. I was told (again) that my rates to California were too high. As I tried to explain to the receiver in California that I had to buy a new truck to provide him with my service he (like many other receivers) said "nobody else is buying new trucks". I lost my cool! I spent several hours calling dozens of numbers and searching web address after web address... All I got was the runaround. I have dealt with CARB for years, I know names and numbers of several people, NONE OF THEM could tell me who to report shippers and receivers to. Oh, I can report a smoking truck or a guy idling his truck at a truckstop but thats not what Im interested in, I want to stop receivers from accepting loads from non-compliant companies.... This is a fact THERE IS NO MECHANISM TO REPORT Non-compliant shippers/receivers. What does that say about CARB? They are not interested in cleaning the air, only in punishing the evil white devil. What else would you expect from a state that has nothing but foreign born employees working at every level of government? Don't believe me? Try talking to someone at Cal-Trans, or CARB.

I know, brokers here can work you, then hold your pay until you prove complaint. And im working with guys who are buying up all the old trucks and running them all renegade, meanwhile everyone trying to be legal is making less than drivers wages.So much for the big truck shortage we have been promised for 3 years.So everyone is upgrading and all there old used junk is being bought and worked right next to him with some dim wit driver who gets $125 a day to run the bejesus out of it.Rates can't possibly go up until they fine the shippers , or receivers as well as truck owners. How can I compete with a guy who does everything Por Sheeper. Can we START with getting all the guys with a brown bag taped to the door with crayon CA # and name /names scribbled on. UNINSURED POS on Every YOB sight I go to.Im So confused how I get some sort of fix it ticket every time my freshly washed and polished truck goes across the scale and next to me is an 80's road Kamode spilling produce on his way all over the state 24/7.And all I hear from the DOTs is "Well he's gotta make a living too".WTF? Is this a twilight zone episode?

And I grew up in raisin country.Any body ever watch a crop get "Dusted with poison" so we can have our fruits a tiny bit cheaper, then farmers are burning huge mounds of freshly harvested produce in the fields all day so that they can control the market in case of surplus. Any body concerned with air Quality here?

Laws only work when they are enforced and people follow them. Obviously CARB has selective enforcement, more reason not to comply; or, if you'd like, you can comply and go broke doing so. I can't imagine owning a truck in CA and trying to comply with all the nonsense the state puts forth. I get a little edgy every time I get sent there. Pretty much sums-up the California Trucking Association (if it even exists) WORTHLESS!
