It seems that would be a highly subjective technique, and would depend on a cops discretion on what was a problem and what was not. You just can't get any context watching a vehicle in traffic inside of a 3-5 second arbitrary window, and I would hope they have some sort of video documentation before they go to writing any tickets, otherwise it's all up to the cop to make a "rational judgement call", and the judge has to accept the cop's judgement, and there is no defense for the driver, regardless.
Traffic density varies throughout the day, and as it gets denser, and not to mention the natural "ebb and flow" of traffic, virtually every vehicle on the road is "tail-gating" in the eyes of those on the outside looking in at various times. In a perfect world, I'm all for such a program but I'm not sure if they're doing it right as in the shown in this video. -
Good, and no surprise in that area. Consistently one of the most congested areas I've seen lately where the avg speed is still pretty fast most of the time.
