You're not the first on this forum to be in this dilemma, but they all solved the problem one way or another.
Your cdl address is supposed to be the same as your domicile address.
I wouldn't be too concerned though right now if you find a company that hires in Ft. Lauderdale and Atlanta also. Keep your Florida cdl until you get settled in Atlanta and then deal with it.
OR:
Have your friend do a fake lease as if you're leasing from him and put on there, "utilities included" so you don't have to show utility bills in your name.
You can download a simple lease off the internet or get a blank from a real estate office.
This way you can use the Atlanta address on your job applications, then when you move, take the lease to the GA DMV and transfer your cdl to Georgia.

Don't stress the ticket, most states automatically issue that ticket against anyone who runs into people from the back. Maryland's version is called failure to control vehicle to start off a small stack of three or four more they can write on if they want to. It's more of a problem when you are at fault.
But keep in mind hardened Felons get trucking jobs all the time. So IF THEY can be hired after paying their debt to society you can too after a time on that little ticket.
It is good your driving has changed drastically as you put it. I used to be a hell raiser in my day but in those days the trucks were ungoverned and untracked in any way unlike they are today. Even then it's not a good excuse for some of the things Ive done with them. And have tickets to match lol. -
You can get a POB, with forwarding to where ever you are, As far as the accident 3 years after that no worries, I had a roll over Dec 2013, no one care now. But then they acted like I had the plague.

Here’s an update on my job search. So far I have applied to Schneider, Werner, trans am, prime, cr England and crst. Werner and Schneider turned me down. Trans am pre approved me but won’t continue anything going forward until I finish cdl school and the rest of them won’t hire me because I live in south florida and some won’t call me back at all :/ @Chinatown
