Cargo net inside truck??

I've looked into it, the requirement for safety restraint is that endures 6000lbs force to front of the vehicle, and prevents ejection FMCSR 393.76(h). So as long as the net can take that impact, you could use either. Don't see why it couldn't.

It is a cargo net ,not a Safety belt. There is a difference between the two systems and what they are meant to be and do

Your trying to split hairs, it is a net that must stand a 6,000 pull restraint test it is use to stop the forward motion of you gear in case of a impact.

I'll certainly grant you that many a driver uses it as a cargo net in the top bunk. However, it is designed and installed to withstand 6000 lbs to restrain a human. That's what it is, a human restraint system that most of us use as a cargo restraint system.
