I do not know how to copy the actual pdf into this post but here is the link to the Freightliner owner manual for a Columbia, page 63 and 64 cover the bunk restraint system, which per the manufacturer is for occupant restraint in a moving vehicle. It is not a cargo net but rather the approved and recommended occupant restraint for someone using the lower bunk while the vehicle is in motion. The image in the manual clearly show the net as pictured by the OP, and the manual describe the proper operating procedure of the bunk occupant restraint system.

Also, currently there is no Federal regulation requiring the use of seat belts or other occupant restraint systems in any position in a commercial motor vehicle other that the drivers seat. Per 392.16 the driver is required to be restrained with the use of a seat belt, if equipped. It does not say anything about passengers, either in the front seat or bunk, only the driver. There has been talk of requiring passengers to be restrained, not sure if it made it into the current highway bill or if it is only a notice of proposed rule making, but I remember reading about it recently.

Here is a funny story - my trainer told me he had a trainee who insisted on using that thing while sleeping. Said he got so tangled up in it one time he could not get free. Trainer had to free him -

    I
I would have gotten away with it if it wasn't for the DOT. "Can't be off duty when cutting yourself out of a cargo net" lol.

That net is there to secure grocery bags and the kids' soccer equipment.
