That whine is a pre start alarm. It's in the back of the case, is round and looks like a little speaker. Maybe if it's the starter you can give it a love tap to see if it will engage? If it does then you at least know the starter is going out and needs to be replaced. If it's turning over and still won;t start the next thing to look at is the fuel solenoid. There are some other things to look for also...during the start cycle there are lights on the computer on the back wall that light up to verify the circuit is active.
Edit to add: Since we're on the subject of Carrier APUs....if you ever need the master password, it's 523.

My carrier did same thing... more then likely the board on the engine needs replaced $500
Hit the on button and look at the white box mounted on the apu see if any lights are on.. should be red. this bored is mounted to the wall of the apu near a fuseMJ1657 Thanks this. -
First if its cranking then, not the starter. Fuel solenoid, maybe, but that is that click you are hearing then that would be a fuel solenoid hold issue. I need more details but I'm guessing you first need a fuel prime. And depending on hours you probably most likely need new glow plugs if it's cold start issues.

RE read that. Could be starter. But also could be a issue with your display cat5 cable. Could be the 4pin harness from controller to board.
