Chicago company I worked for, had always 2-3 year old truck and trailers, problem was HOS...so good luck to take equipment

Only FMCSA is now wising up to this stunt. With this Georgia company they put two and two together and linked their safety ratings, effectively shutting them down.

And the rest have them financed to the hilt.

Company typically doesn't own the equipment. Either leased from a national outfit (like Ryder) or financed, or owned by a different family member outside the "official" company structure. Close down the company, repaint or re-lease or re-finance under a new name, and keep on keeping on.
FMCSA stands no chance against the ways of shady business practices. Why do they even bother? -
The equipment was used to break the law. My company didn't use our trailer to haul Mexicans. We had the police report that it was stolen two days before hand. It was seized any. It took seven months to get out.

Illegal human traffick, and truck driver who can't figure out HOS rules is quite deffdiffe thing

The point is still the same. It doesn't matter who owns the equipment when the federal government wants to seize it. Also,if you read the article,it was waaay past HOS violations.
