If I were you, I'd copy @volvo244t setup to the letter.

Your idea of the 4 foot downward antenna might be better than my shorter one. Even with the shorter antenna having the antenna at the same angle as the upright antenna worked better for not slapping the fender when opening the door. I used a bar mount designed for slip seat operations, just moved the antenna connectors as needed, so it put the lower antenna closer to the fender. My swr improved immensely when I insulated the antenna from the truck. I've tried it with several antennas now with good results swr wise. The only one I had a problem with was the 102" whip. I later figured out the reason was I put the 102" directly into the mount forgetting most installations use a spring mount. Added a 10" Wilson shaft extension and that brought it down to 1.4 right away with no trimming It would just be too tall at that location. With the 7ft skipshooter and pvc sleeve at the base the antenna bows up fairly vertical at highway speeds.

It's funny how Bob's CB has some real nice stuff, but they try to talk you out of buying it. "Oh that's for RVs, not trucks." "Oh that antenna was made for certain trucks." LOL.

With the wind load would this mount be robust enough for a 7 ft skip shooter?
