Here's the pertinent link for those that are curious.https://s3.us-west-2.amazonaws.com/...equivalent-emission-controls-requirements.pdf Looks like any engine from before 2007 is required to have a repower or retrofit and they do not guarantee it will pass. Probably not worth the time or money to try and retrofit.
