You are 100% correct! This gets confused a lot. As long as a CDL holder either keeps their CDL intrastate or maintains a physical they are OK to keep that CDL and not be an active driver. The requirements to test are placed on the employers of CDL holders and OOs that run their own numbers NOT the drivers themselves.
