Yes, but so can a novice. All you need is the tools and the seal which usually comes with roof mounts.
I have drilled holes in the roof skin on two of my trucks. Done right it looks professional and doesn't leak.

If you are looking for a way to get contact with the outside world when stranded in the middle of nowhere, set your antenna up long and tall as mentioned previously. If you are looking to use it to communicate with your group out on the trail, a short 3' antenna mounted on your rear bumper or tire carrier will suffice just fine and not get beat to crap. Two different uses, two different set ups.

It's a Jeep Grand Cherokee. Not going off road. I just want it for the highway. My friend told me to have the auto body shop install the antenna. Never thought of that. My headliner is almost like a hard one. My friend also pointed out that it can come through the console above then be snaked down the side like the other wires. I'll probably have them drill a hole on top of the dash right where the wires and antenna come up. There isn't any other place to put the radio and the top of my dash is clear and HUGE!!!

I guess I should have read more carefully. I forget that there are jeeps besides wranglers.
