Does that mean the diviation in the transmitter needs to be set at 4 khz just like the 2 meter radios back in the good ol packet days?

It’s simple, fm is just like am.

AM is limited to 8kcs of bandwidth by regulation. That means there is a 4kcs limit on the audio.

When someone modifies the radio to open up a radio for say 5kc audio, that means it is using 10kcs bandwidth.

fm works the same way, 4kcs of audio gives 8kcs of deviation which is the 8kcs bandwidth.

    make sense?

Its like connecting a 1/2 water hose to a 1/4 hose, never mind the same only different. Its like pulling a oad of chickens stacked 15' high and then driving thru a 13' bridge, that top row of chickems just aint gunna fit, take them off cleaner than scum off a Lousiana Swap. Audio outside of the band width just adds garbage to the frequency. The narrower the band, you also lower the power, the more channels can be added to the same space. That is exactly what the FCC did to the bands we were using back in the 80's by narrow banding commerical FM radio. Included lots of other things by so much for now.

I don't get the dudes chicken analogy but its like lanes of a road. The entire road is the entire available bandwidth. You want a frequency to use only one lane, not two or three as the more lanes it uses the fewer are available to other bands.
