CB Radior or Dash Cam?

I'm with @Ridgeline on this, both are excellent choices

For dash cam I'd recommend the Rand McNally 300 dash cam usually be gotten for around $130 if you look around.
For a decent starter radio a classic Cobra 29ltd night watch is a good one
