Nope. That's a spectrum analyzer. He's just locked on to a particularly strong signal at whatever frequency he's got dailed in.
Ok..Thought for sure i saw it being a clean signal id the inverted signal reading was thin like a pencil drawing.. That one looks more filled in..

Same thing in baytown texas..They work outta trailer...Had a cobra i wanted done up with a red face lights and an exho board for my dad..Even did a crap job on that..I got it home and tried it out(made sure nothing was touched tune wise).It was either the trans light or ant light wasnt sitting in its socket..The red in the meter screen fell out and case was mjssing a screw and the echo board was just taped up and set inside the case..It was a crappy board anyways.. Ended up gettin that dik in carlisle to put in a better board and replce a missing screw ani straightened up the light issue..

The guy in Carlisle did the best he could within the limitations of his bench and the limitations of his brain. Notice he got kinda sorta in the ballpark. LOL Too bad everything changes when it goes in the customers vehicle.
