For example, no cell phone use / touching whatsoever (no matter the FMCSA law)?
I'm assuming a company can make whatever policies they want (as long as the policies are not illegal) and employees agree? -

I’m simply not a phone person, never have been. I get annoyed sitting on the phone for more than a couple minutes. It’s like both of us get to the point and get off. My phone stays in the bunk while I’m driving. I use a separate GPS. Problem solved. I don’t even call my dispatcher back until I’ve stopped somewhere. And I told the company I work for this is how I do things before they hired me.

How do employees received the new policy / employee handbook to verify that he/she was informed and KNOWS about the policy?
Do employees need to sign an updated policy / handbook book? -
Of course. Why would you think they can't? It's their equipment, their fines, and their headaches.
