Mountain pass driving during winter conditions can be risky matter, no matter. Chain lights on or chain lights off. Chains or no chains. Socks or no socks. Conditions across mountain passes can change wildly in a very short period of time when snow storms, big or small, pass through. No telling what the chain light status was when this truck crossed them, but slick roads require much care, no matter the status of the road's chain requirement. Putting on chains on the grade and after getting spun out and stuck is NOT a situation one wants to find themselves in. But then again, neither is putting on and removing chains to drive 15 miles across wet or barely slush-covered roadways
Nobody wants to make people chain, and nobody wants to chain, especially when conditions are mostly wet and/or marginal. The motorists and truckers don't know exactly what the ice coverage situation is all the way over. Live road cams are not easy to interpret sometimes, especially at night. So, a designated police and/or DOT person must make the call. As a general rule, they don't turn the lights on until it's really prudent or the weather forecast and radar make a quick worsening almost a guarantee. The problem is, they can sometimes be slow to turn the lights off.
The good news is, this late in the season, if any chain lights do come on, they probably won't stay on long as the snow will quickly melt, especially with even only minimal plow work.

Yes the western states are still in chain season.
The eastern states don't have much of anything in the gaps (Passes). But then... it's a different kind of running.
But the big western mountains are something I live for. You aint seen much until you get out that way. -

Chains can be used for mud also, some of that mud can be slicker than a Aint going to say but you can get stuck on a small dirt patch that just got wet and it sure is fun crawling in the mud to stick them on.
