This PDF from the CalTrans web site seems to indicate that they can require ALL 8 drive tires be chained if they so desire. It was revised January of 2016

Not all 8. If you look close to your pdf example, you will see the arrow pointing to the inside forward axle tires, not the rear drive. If DOT or CHP deem it necessary, they can require the "max chain" configuration...both forward drive tires each side, and outside rear drive.
And if that scenario comes to play....they just shut down the road. How can someone running super singles comply? There is no "inside drive tire". -
Regarding California. I read "...may require chains on all drive wheels if conditions warrant" off to the side in the "red square" sub-reference text. To me that means all 8 drive wheels on a typical class 8. Are you saying they consider a "dual" as a single drive wheel?
Also here is Washington states "chain info" ...

Well ladies and Germs, the 2016 Golden Chain winner is a three-way tie: Coal Bank, Molass and Red Mountain on US 550 in SW Colorado as of 11:53 am this morning, was lifted about two hours later. The runner up, US 6 Loveland Pass, as of 8:25 pm today, still up, still snowing, expecting a foot plus above 11,000.
Time for all you snowbirds to park it, or hug the Mexican border until MayIH Truck Guy, otherhalftw, Big Don and 5 others Thank this. -
