    I've come to a belief that this statement is grade a horse ####. Now if it said if you can't see or the wind is blowing hard enough to flip your rig I'd agree with that.

    Go watch some IRT, they don't even bother with chains most the time, only thing that slows them down is, drum role please, wind and visibility.
