Don't forget about your local construction/farm tractor dealers as a source.
I spent many years slinging heavy equipment parts, and I sold a lot of chain and binders in that time. If memory serves correctly, we were competitive in price, and didn't sell cheap/dangerous product.
If you need a substantial number of chains/binders, talk to the parts manager, and see if they can cut you a deal to add your order to their stock order. You should be able to get an additional discount, without having to pay any freight charges.

I got mine at http://www.talcospecialties.com/ back in 07. Shipping is something to ask him about. Chains & binders are not listed on the site, but he will be more than happy to work up a quote with estimated shipping. All high quality stuff made in the U.S. too.
