Ok let’s say you’re right. If I get him a phone with internet and add him to my AT@T family plan, what’s the cheapest internet phone that route? I don’t want to get a surprise huge bill for data either. So I’m not sure if data is really necessary.

Straight Talk has nice plans cheaper one and their best deal is $55 for unlimited talk and text and 60GB of high speed data. You can buy a cheaper like Moto G6 phone that is unlocked and has all the antennas for all cell Phone networks. Then you pick the one you like and get the SIM card from Straight Talk. So you can pick you phone and cell phone network. It nice deal for $55 and 60GB, ends up at $60 with taxes.

AirVoice may have what you are looking for. Unlimited Talk and Text and 1Gb of data for $20 or $18 with autopay. AirVoice uses the AT&T network.

I have a Republic wireless phone. it used wifi as the default first . then cell if no wifi is available. Verizon and Sprint. The good. Its got $15 plans. They have quite a few phones . I never used up my data. you get warned if you approach a limit. I been using it almost 5 years and I like it. You can add a GB for $5 as a one shot if necessary. All calls including international are free. And text too. On wifi. I t never dropped a call and it switches over by itself. My wifes phone has unlimited data for $25. sometimes she uses 10 Gb. streaming movies with Chinese subtitles from China. No charge, The bad. customer service is a forum where you open tickets. You break your phone no warranty., You have to buy phones up front. You have a virtual phone number. You can set it to not do stuff on data if you want. If you put it on cell overide, you get charged for overages.
