Not sure what your budget is but the Specialized Carriers and Rigging Association publishes a great oversize manual. The annual subscription is $250.

It is very accurate and frequently updated. I like to get information directly from the states, but this manual is a great quick reference. Permit costs are also published which helps price heavy hauls.
