    I don't know whether or not there was room for me to apply a strap in front of the rear set of rolls of paper when I was at the shipper. I was not checking for that at the time.

    Most states scale houses and ran and manned by officers and they can and will chase you down if you blow past a scale. some states do not have officers and won't chase you down. But some of the non officer ran scales will sometimes have an officer standing by to chase you down if you blow past.
