Took voltage readings on ic4 audio amp and they are super low. From 1v and no higher than 8v.
Eg: pin 4 should have 50v coming in but only has 3v. Pin 9 should be 16 but only 1.5

Could that mean the preamp is bad?

    Question, if anyone sees this.
As checking voltage at the audio chip IC4 where pin 10 is the output, I accidentally touched 9 and 10 together and the radio worked.

Can someone tell me if that means the chip is bad?

9 is a feedback loop for the audio amp (ic4) and 10 is the output of the amp. there should be a cap 33uf/16vdc there between 9 and 10 and another cap between 9 and v+ coming from the power switch.

    Opp edit time ...

Replace it and see what happens, it looks that it is bad, but then it begs the question, how did it become bad?

Replaced the 33uf cap. Positive does go toward the 9 pin if I'm not mistaken.
I turned on with full volume and heard faint static then realized I needed to connect the antenna. When turned back on nothing again.

You installed the cap correctly, the other cap is C94, 16V/1000 microfard that Ridge was talking about.
Also it looks like you should have around 13 volts to pin 1 from the power switch. I think earlier you said
    it was around 5 volts?

Ok fellas, I apologize for asking the same questions but .......

    I replaced C91, 92 and 94.
At the chip, I hope that is what it's called because I've been scolded in other forums on different subjects for not using the correct terminology.

Anyway, pin 1 and 9 have 13.8v, but all the rest are 1v or less including pin 10.

Do you think it's the chip?
    Thanks

    Do you have one?

If so, just replace it, it sounds toasted.

Thanks again to you guys for the help. Replaced the audio amp chip and all is well now except for a weak transmit barefoot.
