I have a Cobra 29ltd Classic. It will turn on, settings are good. I can't reach or receive. I've tried keying the mic and calibrating in various channels. The calibration lever won't swing at all, and neither will the SWR. When it is in RF mode, it shows a low signal when it should be higher. I've tried with the same model radio and the current setup, and it works great, but mine won't work. Antenna and coax are good.

Check SWR with a inline meter. Try a different Mic.
Cobra radios have to have the Mic plugged in to work...If the Mic is bad it could cause radio not to operate correctly.
