You will only get csa points if an inspection is conducted.
A sheriff or police officer can not do a commercial motor vehicle inspection , only DOT, State Trooper, Highway Patrol can conduct an inspection.
A sheriff or police can request a State Trooper, Highway Patrol, DOT on scene to do one but for the most part CSA is nothing a sheriff or local cop can affect. -
I had a St Louis city cop to pull me over and do an inspection on me several years ago. Heck even a quick google search brings this up. From the link
