Not sure why you are trying to put a cb antenna on a fiberglass topper, but the only antenna that would probably work there in a non ground plane antenna.
The problem isn’t your radio or your coax, it’s your antenna location. You need to pick the best spot on your vehicle for The antenna, even if it doesn’t look the best it’s the performance your after.

Ah, ok, I stand corrected. I thought the only cap in that line was to ground, for harmonic suppression, and that one or two of the big-bore chokes would show as a DC dead short.

NP, it is like an amp, there is a voltage blocking cap on the anode to prevent voltage to travel to the antenna. the output of this radio has one and has a resistor on the tuning circuit to balance out the network.Windmill Hill Thanks this.
