It was a dry barrel hydrant. The valve is installed below the ground.

Does one of two things, keeps the water below the frost line and in cases of an accident, prevents the water from spewing. If you look at the valve design, the valve opens against the pressure. So if the valve rod is snapped by some crazy woman, the pressure will keep the valve seated until the utility company can shut off the water to replace the hydrant.

A wet barrel hydrant will spew water if broken off since the valve is in the head.

I figured it was something like that, I just figured the impact/shearing action might break the main line feeding the hydrant, but I guess they spec them is such a way that the hydrant assembly will snap at a prescribed location before any feeder pipe does

I think they are designed to snap off like streetlamp and traffic signal bases. If it's near a road, it stands a good chance of getting hit so you have to minimize the damage. Water spewing in that situation would cause way more damage, especially if it ate out the roadbed. They probably had a new hydrant in place the next day.

I think most municipalities are using the dry barrel, even if they don't have freezing concerns. Makes sense, that way in the event of an accident, you don't have to dispatch a service truck to shut off the water.

There goes his chance for a win on "America's Funniest Videos." Speed it up a little, add the Benny Hill theme music and it could have been a sure-fire finalist.
