When I was hauling reefer and using PARS (I too never used PAPS), I printed a cover sheet with a summary of all Bills of Lading and a place to put the sticker and emailed all the paperwork to the customs broker. Then I would hand over just that cover sheet at the border. In three years I only had one agent give me any grief. When I reminded her that by that point she had personally cleared me some 60-70 times doing it exactly the same way she just stamped my sheet and mumbled "have a nice day."
I assume she was just having a bad day as she had generally been very pleasant.
And I was willing to give her a pass as she was amazingly hot. Not just CBSA hot, but really hot.

I will be creating own manifest through borderconnect and a rep from Borderconnect said I will need PAPS/PARS.
And to do all this while on the road, a laptop, printer, fax, scan is required to be in the truck? Unless there is someone from home doing it for you. -
I don't know what border connect is. I suppose they are a 3rd party that creates manifests for a fee. They can set whatever rules they want you to follow. I can tell you that I have created 1,954 ACE manifests using the US Customs website since they changed over to this system and I have used not one single PAPS sticker.

What is the fee to use border connect?

Free for 40 shipments in a month. And I don't know for more then 40

If there is no inverter in the truck, whags the method to ger manifests until there is one and then a printer?
