That's a myth. Employers can tell them anything they want as long as it's true (to the best of their knowledge). Since a refusal and possibly even an initial hot test (the OP was a bit confusing on that but it sounds like he had a hot test followed by the refusal) is documented in black and white you can all but guarantee CRST will share that info freely with anyone that contacts them

Said he was wearing a bunch of jackets. Unless you're rocking an extreme fever, I wouldn't think that'd make the urine too hot to pass. Then again, my knowledge of drug tests ends with making sure the cap is tight before handing the cup back in. Depending on how long they made me wait of course.

Well if it was temperature then yes he cheated. If that is so, I know I won't hire him. If hot means false positive then he has a chance.
It is my opinion that trying to cheat the test means you have plans on continued use of the substances. That would force me to be an accompliance in any future problems. My advice would be to look into another field like Politics. -
Sounds like they caught him cheating. Required a retest and he refused. Using the excuse of them watching to refuse the test.They will give you 2 hours to pee and if you cant they send you to a doc to see why not.
