I'll talk to our Cummins rep tomorrow and try to find out more.. my familiarity with PowerSpec isn't as in-depth as his will be.
And here's what I was talking about earlier, under the "Features and Parameters" > "Driver Reward" menu, with the "Best/Expected/Good" and "Penalty" settings.

UPDATE:
I bought a Nexiq USB Link 2 adapter and cables ($975 CDN). Downloaded the current version of Powerspec (5.5). Called my local Cummins dealer distributor to get Powerspec licensed. Discovered that I could not connect to my 1998 Celect plus or my 2008 ISX. Spent several hours in the phone with Cummins support (they are great). They said that the new version 5.5 has not been tested with USB Link 2. So we downloaded the old version 4.3 and I was able to connect.
Now the bad news. Powerspec is a read only software for Celect Plus. If I want to change ANY parameters I need to download Insite Lite, which costs $571.44/yr.
With all that said, while viewing the engine data with Powerspec, I saw that my avg fuel mileage was 0.2 mpg (an obvious error) for the current "trip". Since this was below my 3.5 mpg requirement for driver rewards, the ECM limited my ground speed to 65 mph. I took the truck to KW dealer and they used Insite to read and reset my trip data and hopefully now I get my driver rewards back since I am now at 8.25 mpg. Insite said there was a "fuel system error and the fuel mileage may not be correct."

In Canada, 65 MPH is the law. Driver reward is the work around, when they check your ECM, it's legally set to 65 MPH.

Yes. As Grape said, trucks that run in ON and QC must have the speed limiter set to 65 mph. $300 - $400 fine otherwise.
