Just fill the new filter with fuel before installation.

I have been a licenced mechanic since 1973, and when I was doing my apprenticeship we use to do the Hot sets, that was the rage at the time until it was found that all you got from it was burnt fingers, and that was supposed to compensate for the expansion of the different metal pieces then there was the little heal bar tool with the spring pin the hold up the top stops to adjust the injectors properly the way Bender recommends. I have seen all the recommended ways to tune them up. I worked on trucks that hauled big weight up mountains, and when you did a valve set, they could tell you the fact that they gained a half gear or lost a half gear going up a certain section. If you changed the inner Jake spring they could tell you if the Jake's worked better.
Before you do a valve set, with the engine running, you want to take a bar and put it against the cam box and listen if there is a crunching sound the Cam is junk, If you rev it up to about 1400 and it has a sound like it is under water, the push tubes are bent, you want to take a vacuum gauge on the fuel pump, inlet and if it is above 10 inches, you must look for that problem, If you are getting air in the return, you want to run a fuel system flush, the purple box to clean out the carbon from the tip area.
Many things affect a tune up and how the engine runs, Is the air intake clean and the turbo free and nothing has gone threw the turbine, Not much use doing a tune up if the engine is coming apart.
Many of the things affecting the engine take just a few minutes if you do it for a living and are prepared. That click stop rotating torque wrench is junk as many CPL's have different torque settings. I have a Snap-on dial inch pound torque wrench, it is a great and essential tool in many situations.
I set the Injectors with the base circle method, then the intake vale then the exhaust, I start at "B", that way I end on "A" and set the Jake's with a dial indicator. WHY? because that is the very best way. Some engine in say a Ford conventional you had to set the injector by hand as the adjuster is directly under the firewall. Every situation has it's limits.
You all have a great holiday!
    Just a thought!
