The cost of an I frame will depend on what's being done. Not all in frames are the same. Shop around

Call this guy, Mr Haggai, Google him, make an appointment, he is one of the best around in your neck of the woods with the ISX. He has rebuilt a few guys motors that I personally know. He is only 180 miles from you. He knows these motors inside and out, and you will need a new head, no way around it, they are disposable. Already been down that road.

You don’t have an issue! If it ain’t broke don’t fix it - put oil in it, keep it topped up and run it. Put 1 gallon of heavy duty transmission oil in it (NOT ATF). I’ve had 300k Cummins that didn’t use any oil and others that were oil burners. My ‘04 with 845k idles around 12-15 psi and runs above 30psi. If you idle put it on high idle 800/900 rpm.
You’re running psi should go up 2-5 psi with the above oil, or Lucas Oil Treatment, but I prefer tranny oil; they can’t take the good additives out of it.
When you’re running and you start to notice the psi dropping (from it’s consistent norm.); time to change the oil - mine happens at about 20k miles. This 50k Service interval that everyone likes to quote is one sure route to an early grave for a big diesel.
My truck will pull any hill in PA on I80, just using the splitter on top gear - loaded at 79 to 80k. It helps that it’s a 530hp with 3.70 gears. Best pulling truck I’ve ever had.
I had a brand new Kenworth with a Cummins that ran the same psi as my old engine I have now.

I think I got these guys mixed up, a half a gallon every 5000 miles is not in frame time, the guy using gallons of oil, that is in frame time. I run the Sta-Lube Gear oil GL4 85W90. Tranny fluid, I don't know about that. But, to each his own. ;-)

If the filter is plugged with carbon it will loose pressure going through the bypass.

Have you ran it with the rocker covers off to ensure nothing in the valvetrain is leaking off.

If that’s all good keep running it. If there is any pressure at all then the lubrication system is flowing.

Question. I was working on an air leak today and it seemed like a little oil was in my air tank. What could that mean?

it may be coming from the compressor itself

More than likely the compressor, just replaced mine, oil was everywhere, but had not made it to the tanks. Air dryer shot too, looks to have down its job. No oil in tanks as far as I could tell when bleeding down. Lines were oil free. Check the air dryer cartridge filter for oil, about the easiest way to check.
