cummins N14 low RPM engine sputtering

I am having 1998 International with the n14 engine the truck the truck runs fine but won't throttle up with pedal but you can use the cruise control and it will throttle up but my pedal still don't work

 

this is to thesvg. did you find your problem? mines doing same thing

 

hey did uou find your problem with the sputtering and where rpms take off when you hit 1000rpm? mines doing same thing driving me crazy
