I get the standard yellow Ancra 4" straps from Tarp Stop for that price.

I also bought my Extremes from them and they cut me a deal ($15 each) but I don't really care for them a whole lot. They are very very stiff and a PITA to get rolled on the winch. Plus rolling them up in the sidebox is a chore as they tend to just unravel themselves. I bought a few bags of the "strap bands" for them.

12,000 pounds is the breaking strength, 5400 pounds is the working load limit. Same straps.

I cant remember who System Transport does business with over there for their tarps but that would be the only place I know of over there. I liked those tarps and the repairs made on them. There is that Hay tarp place by Ellensburg, might be worth checking out, its on the north side (right next to) I-90

Years ago when tube tires were common.
I would old collect flaps from the tire shops and 8 inch pieces for strap protectors.
    Nothing worked better.

Make friends with a place that has old fire hose or a carpet installer, old mud flaps and those dollar store welcome mats can also be used for strap protection.

When possible a tire shop that does tubed tires toss out the tube liners, they make good strap protectors also.

I just went to the junk yard in town and grabbed 30 rubber floormats out of the junk cars. They sold me them for $10 and I cut them all with the chop saw and made a BUNCH of edge guards out of them.
