Please understand that, on video, wheels can appear to be not turning, or even spinning backwards, because of the video frame timing. Just because it looks that way on video doesn't always mean it was actually happening.

I think the guy was just not paying attention to the road.
    Medical condition? Possibly.
    Sleepy? Maybe.
    Cell phone? More than likely.
A good lawyer will find out.

Either way, it looks like he had plenty of time to react and avoid the slow-moving truck.

Of course the wheels will lock up when the front end is demolished and the air system evacuates causing the spring brakes to apply...especially when the load is no longer on the trailer.

Just a thought but whenever I see classic truck drivers Pete's kws. They never have a seatbelt on. Now he had to of been wearing his. Other than that he would probably be glued on the door of that van.

No sir you are wrong. Go travel I-81 in VA and read the signs posted in the median just to the left of the left lane. There has been tickets issued to people (even in cars) in states for "impeding traffic flow"

    Et tu Brute?
That sign says we have to be going over the speed limit to be in the left lane, if Virginians can't see the flaw with that law then I doubt an officer from Virginia could find the door handle to get out and write me a ticket.
But, if I'm in Virginia in my 62 mph truck and another truck is crawling off the shoulder because he had to p p, I'll move to the left lane and let you run in the back of the tinkerer, and I have a good dash cam too, just look at my Ohio dust storm thread, (shameless promotion) or my epic Swift video

Well since no where did I say what anyone did was right or wrong, I guess that means you just don't like being corrected when you tried to correct someone else?
Oh and do you think you are the only other person using a dash cam outside of the ones that end up here? Ever heard of a Go Pro? I've had a camera recording in the truck for years. Note I said camera since it has more of a function than just a dash cam. My shameless promotion is I have no need to put videos on the web to try and be cool. It's there for my safety and use should I ever need it, not to expose what others do.

The guy in the left lane definitely wouldn't get hired.
