chompi are you saying it is never the right thing to decline loads?
I am on a 775 mile load now with 4 days to deliver it
27 days since i reset and have 20 hours today available

OP,I switched from OTR to local ltl with only6 months experience. That was over a year ago. Don't worry about only having 6 months verifiable. There are alot of places right now hiring wanting only 3months. The question is do you want to drive for England again? You could have refused the load sat till Fri. and spent the time looking for new employment. You say you only have two weeks left on a lease? I would run from England as fast as I could.

Transam, you still don't ever refuse loads. You take the load and do your job and record will show that. Then you call who ever is above your DM and set up a sit down with them and your DM and discuss what has been going on. Make sure to have all of your records with you so that you can show the decline that has been happening since you got a new DM. Maybe give the option of helping out your DM with choosing loads for you or maybe being paired up with a more proficient dispatcher. If you refuse a load that is just going to be strike against you. Only supertruckers and inexperienced drivers refuse loads. That is why you always here them complain about miles.

Well I have only rejected 2 loads was one improperly placard of which was hazmat and no other driver had checked the paperwork, and the other one was a reefer ld, I don't do hazmat or reefer I don't want a headache and I love my sleep. My fleet manager respect my my choices and my miles never suffer from it.. I'm not a supertrucker or a inexperienced I just know what I want.

The only time I decline a load is if I don't feel I have the hours to safely and legally deliver on time. But I always give my DM the option of getting started w/ the load and then relaying it to another driver. To the OP, there are companies that will take you w/ only 6 months OTR. Check into May Trucking, National Carriers, Gordon Trucking, US Xpress. There may be others out there too that I'm not thinking of at the moment.

Will your DM give you an AR# for the fine costs if the trailer isn't washed out?

It sounds like you could have justified declining the load based solely on the fact that given the customer's requirements and your need for 3 hours of driving empty and back from a washout facility, you would not make the pickup appointment.
