Did i charge for this correctly?

    That's something that I would bill into the rate, then tell them you are scaling the load for free ;)

    Usually i don't bill them like that. I got a list with all the cities/prices we go to so whatever the rate list has it's what they pay and what i bill them for, so if don't like the rate i don't take the load. Some rates are negotiable but not all, for example a while back they had a load from Compton CA to Henderson NV 590 mile round trip got it from $740 up to $2000 all in

    What's different here is that this situation had never happen to me, it happened to another driver and they only paid him for the load, no waiting time no layover nothing just the load and driver didn't say anything to them.

    Would putting in a stipulation of "if load weight exceeds 38,000 (or whatever you decide) a fee of $x will be added to scale the load" help?
